Since the OCC reopened chartering, a wave of fintechs and crypto platforms — including Revolut, Coinbase, Kraken, Circle, Mercury — have filed for a national bank or national trust bank charter instead of relying on a sponsor bank. Most are trust bank applications: custody and stablecoin settlement under one federal supervisor instead of fifty state licences.
